As Constitutional attorney Jonathan Turley  observed   on Tweets:

“ New York’s proper-cause requirement violates the 14th Amendment by preventing law-abiding citizens with ordinary self-defense needs from exercising their particular Second Amendment right to maintain and bear arms in public for self-defense.

“ In keeping with Heller, we hold that whenever the Second Amendment’s plain textual content covers an individual’s conduct, the particular Constitution presumptively protects that will conduct. To justify the regulation, the government may not basically posit that the regulation encourages an important interest. ”
